监督体系是中国特色社会主义制度的重要组成部分。党的十八大以来,在国家监察体制改革、权力的制约与监督、上下联动监督网的建设等方面已经取得总体性进展。同时,权力结构不尽合理、公权力过大、监督权虚化弱化等问题依然存在。基于此,应当进一步将权力配置科学,形成合理有效的权力结构和运行机制,要将绩效管理和预算监察施之全过程,一体推进不敢腐、不能腐、不想腐体制,最终促进监督体系在党中央统一领导下既覆盖全面且又高效权威。
<<The supervision system is an important component of the socialist system with Chinese characteristics. Since the 18th National Congress of the CPC,China has made overall progress in the reform of the national supervision system,checks on and oversight over the exercise of power,and the construction of the up-and-down supervision network. At the same time,there are still some problems,such as the power structure is not reasonable,the public power is too strong,and the supervision power is weak and nominal. So we should further scientific allocation of power,and form scientific power structure and operation mechanism;to carry out the whole process of budget supervision and performance management;to push forward a coordinated system under which officials don’t dare to,are unable to and have no desire to commit acts of corruption,and gradually establish an authoritative,efficient oversight system with complete coverage under the Party’s unified command.
