本文以全面深化改革为“面”，以脱贫攻坚为“点”，点面结合，回顾了党的十八大以来提高政策执行力的改革实践，即：改革完善重大工作领导体制和工作机制、改革完善目标任务分解和责任分工机制、改革完善重大工作动员部署机制、改革完善重大工作督查监督体系、改革完善重大工作考核评估体系。基本经验是：坚持党的领导，强化组织保证；坚持对标对表，强化督查监督；坚持激励问责并重，强化考核评估。目前，存在的突出问题是：形式主义和官僚主义问题。进一步提高政策执行力的改革方向和重点是：进一步改革完善重大工作领导体制和工作机制，进一步建立健全现代信息技术支撑体系，进一步改革完善激励干部担当作为机制。
<<This article reviews the new progress in the improving the effectiveness of implementing policies since the 18th CPC National Congress，such as the leadership system，the mechanism of the division of responsibility，the mobilization mechanism，the system of inspection and supervision，the system of appraisal and evaluation. The basic principles are adhering to the leadership of the CPC，strengthening inspection and supervision，strengthening appraisal and evaluation. The present problems are formalism and bureaucratism. In order to improve the effectiveness of the implementing policies，such measures should be taken as more improvement on the leadership system，the modern information technology infrastructure，and cadres incentive mechanism.
