In recent years，Jiangsu province have seized the opportunity of administrative system reform for economically developed town，promoted at a high level in a coordinated way，and actively innovatively create an efficiently governance system and governance ability in according with the practice of grassroots as well as unification of rights and responsibilities，which is a new way of modernizing the system and capacity for governance. Focusing on constructing grassroots governance system of “approval concentrated and efficiently-supervision service classification—comprehensive law enforcement”，through the goal lead，practice first，summarizes repeatedly，and Jiangsu province formed “1+4” grassroots governance mode in the counties and townships development zones，which push system advantage into governance efficiency.
