事业单位改革是深化机构改革,实现治理体系和治理能力现代化的“先手棋”。2016年辽宁省开始分类推进全省事业单位改革,以体制机制创新激发企业活力、以资源整合助力企业发展动能,以制度改革提高国有资产收益,以丰富供给模式降低公益服务成本,创造性地通过整合事业单位组建国有企业集团来推动事业单位转企改制,成为全国首个全面完成经营性事业单位改革的省份。2018年,辽宁省政府大力推进公益性事业单位改革,以人为本做通思想工作,重点领域组建新单位,破解人员转隶安置和资产划转难题,探索建立区县事业单位派驻乡镇(街道)分支机构工作运行机制和行业主管部门与事业单位运行新体制机制,做好改革评估验收工作,整合后的公益性事业单位迈入高质量发展时期。

In 2016,Liaoning Province began to promote the reform of public institutions by classification,stimulated the vitality of enterprises with institutional and mechanism innovation,helped the development momentum of enterprises with resource integration,improved the income of state-owned assets with institutional reform,and reduced the cost of public welfare services with rich supply mode. Liaoning Province creatively has promoted the transformation of public institutions into enterprises by integrating public institutions and forming state-owned enterprise groups,and become the first province in China to fully complete the reform of operational institutions. In 2018,the Liaoning provincial government vigorously promoted the reform of public welfare institutions,people-oriented,did ideological work,established new institutions in key areas,solved the problems of personnel transfer and resettlement and asset transfer,and explored the establishment of a working operation mechanism for district and county public institutions stationed in township (street) branches and a new system and mechanism for the operation of industry competent departments and public institutions,did a good job in reform evaluation and acceptance. The integrated public welfare institutions have entered a period of high-quality development.
