省直管县改革是21世纪以来党中央、国务院探索优化政府组织结构、理顺地方政府管理体制的重大改革举措,也是党的十九届四中全会提出的“实行扁平化管理,形成高效率组织体系”的现实体现。改革实践中面临着内容不清晰、出路不明朗、效果不显著等困境,致使改革在一些地区受阻甚至出现反复。本文认为,目前改革困局主要源于对省直管县改革期望值过高、中央政府支持不足、改革地的市场化水平不高、官员晋升通道受阻以及失衡的市县关系。因此,明确省直管县改革的实际功能,有条件有差异地在各省份选择推开,完善现有试点地区的改革绩效考核制度与官员激励制度,构建市县之间的竞合关系,完善配套制度,将是改革下一步的突破思路。
<<Since the beginning of the new century,Province Managing County Reform is the major reform measure of exploring the optimization of the government organization structure and improving the local government management system for the Party Central Committee and the state council,as well as the real reflection onthe concept of “To implement flat management,to form a high-efficiency organizational system” brought forward in the 19th session of the fourth plenary session. However,in practice,the reform has fallen into the embarrassing situation that the content is not definite,the way out is not clear,and the effect is not obvious. As a result,the reform has been blocked or even repeated in some areas. This paper argues that the current difficulties in reform stem from high expectations for Province Managing County Reform insufficient support from the central government,low marketization level of the reform area,blocked promotion channels for officials and unbalanced relationship between cities and counties. Therefore,it will be the next step for the breakthrough of reform to restore the actual function of Province Managing County Reform of governing the county-directly by the province,to carry out the reform in different conditions and different provinces,to improve the existing pilot areas of the performance appraisal system and the official incentive system,to build the competition and cooperation between cities and counties,and to improve the related supporting system.
