本文针对2018~2020年全国范围优化政务服务的历程、创新点以及问题等进行分析,着眼于中央、省、市、县、乡镇五级政府改革,明确各地优化政务服务环境所进行的各项改革工作。当前优化政务服务环境需要法律、制度、人员、技术以及配套机制等各方面协调推进,而大数据与“互联网+政务服务”的运用,是当前阶段全国范围优化政务服务改革的热点。应当看到,目前优化政务服务的过程中,还存在“互联网+政务服务”亟须完善,线上、线下服务供给难以融合,公务员能力培训落后以及行政审批标准化程度不高等问题。未来的改革重点应该放到推动综合运用各项政策工具、促进线上线下政务办公有机融合、加强窗口公务人员能力建设以及进一步提高行政审批标准化工作等方面上来。
<<This article analyzes the course,innovations,and problems of nationwide optimization of government services from 2018 to 2020,focusing on the five-level government reforms of the central government,provinces,cities,counties,and townships,and clarifying each local government’s efforts to optimize the government service environment reform work. The current optimization of the government service environment requires the coordinated advancement of laws,systems,personnel,technology,and supporting mechanisms. The use of big data and “Internet + government services” is the focus of the nationwide optimization of government service reforms at this stage. It should be noted that in the current process of optimizing government services,there are still problems such as “Internet + government services” that need to be improved,online and offline service supply is difficult to integrate,civil servants’ ability training is backward,and administrative approval is not standardized. The focus of future reforms should be on promoting the comprehensive use of various policy tools,promoting the organic integration of online and offline government affairs,strengthening the capacity building of government officials,and further improving the standardization of administrative approval.
