Since the 19th CPC National Congress，guided by Xi Jinping’s socialist ideology with Chinese characteristics in the new era，the State Council and local governments at all levels，aiming at making the market play a decisive role in the allocation of resources and giving a better play of the government，have deepened the reform of “Delegating-Regulation-Service”，accelerated the transformation of government functions，continued to promote government restructuring，allocated the responsibilities of various departments and internal institutions，constantly innovated ways of administration，and accelerated the paces of building a government ruled by law and with integrity. On the whole，great progress and achievements have been made in the reform of the administrative system. Firstly，streamlining administration and delegating powers have been further deepened，market supervision methods have been continuously innovated，government service levels have been continuously improved，such that the reform of “Delegating-Regulation-Service” has been promoted in depth，and the transformation of government functions has been accelerated. Secondly，the administrative division system and hierarchical structure have been gradually adjusted，the functional system of government institutions has been gradually improved，the reform of public institutions has continued to deepen，new steps have been taken in the construction of administrative teams，such that the institutional reform has been accelerated，and the government organizational structure has been significantly optimized. Thirdly，the construction of digital government has been accelerated，public participation has been further expanded，new progress has been made in the construction of a government by law，such that the mode of government administration continuously innovated，the scientific level with democracy and by law increased obviously. Lastly，remarkable results have been achieved in fighting against corruption，government supervision has been strengthened in an all-round way，and the work style of organs and staff has been continuously improved，such that we further promoted the construction of a strict and clean government to a new level. We should sum up and make good use of the existing experiences in the reform of the administrative system. They can better meet the new requirements of the development under the new situation，focus on the existing contradictions and problems，continue to deepen the reform of the administrative system，adhere to and improve the socialist administrative system with Chinese characteristics. And they can provide valuable reference and strong driving force to build a government governance system with clear responsibility and according to law.
