本报告在分析智慧高速公路建设的政策支持情况、建设情况、建设总体架构的基础上，通过总结和梳理智慧高速公路关键技术和建设内容，针对智慧高速公路标准存在的问题和需求，明确了智慧高速公路标准体系的编制要求和编制思路，并通过参考和借鉴交通行业已有标准体系，提出了智慧高速公路标准体系框架及组成内容。最后，本报告给出了智慧高速公路标准建设分阶段实施的建议，一是标准建设应与智慧高速公路建设的阶段保持一致，二是优先发展智慧高速公路建设急需的基础性和关键性标准，结合智慧高速公路建设的实际需求进行标准建设，并注重研究制定标准的可落地、可实施性。
<<Based on the analysis of the policy support，construction situation and overall construction architecture of smart expressway construction，this paper summarizes and combs the key technologies and construction contents of smart expressway. In view of the existing problems，research status and needs of smart expressway standards，combined with the key technologies of smart expressway construction，the framework and components of smart Expressway standard system is put forward. And focuses on the basic and key standards based on the construction stage and actual needs of expressway，the suggestions on the phased implementation of smart expressway standard construction are advised.
