当前北京正在致力于建设全国文化中心,并根据这一战略目标制定颁布了中长期的发展规划,全力打造中国特色社会主义先进文化之都。全国文化中心建设的关键在于城市文化品牌的打造和综合文化传播能力的提升,这是整合城市文化资源、凸显城市个性和差异化、发挥城市文化引领作用的先决条件,也是建设全国文化中心的重要标志。而城市文化品牌的打造和综合文化传播能力的提升涉及文化管理各方面的协同发展。本报告通过对比分析北京与其他世界性文化中心在文化产业政策、公共文化服务体系打造、文化产业集聚等方面的协同发展情况,探索北京全国文化中心建设中现存的问题,结合国际经验,助推北京城市文化品牌的打造和综合文化传播能力的提升,并尝试提出北京打造全国文化中心的建设性方略。
<<Beijing has been dedicated itself in building up the national cultural center. Then according to this strategic goal,some long and medium-term development plans have been enacted to build up Beijing as a superior cultural capital with some chinese socialism characters. The key to build up the national cultural center lies in building up the city cultural brand and promoting the comprehensive cultural communication competence,which is the prerequisite to integrate the urban cultural resources,to highlight the urban personality and differences and to exert the urban culture’s leading role,and which is the critical symbol for the national cultural center as well. Therefore,it is concerned with the coordinate development of all respective fields in cultural management. The report is to compare and contrast Beijing with other global cultural center in aspects such as cultural industry policy,public cultural service system building,cultural industry convergence,etc.,with the aim to analyze the existing problems in building up the national cultural center and find out the efficient solutions to building Beijing’s city cultural brand and promoting the cultural communication competence by learning from some successful international lessons. Finally,some constructive strategy is to be presented to construct Beijing as the national cultural center.
