Rural cultural governance system is an important carrier to realize rural modernization and Rural Revitalization. At this stage，the construction of Jiangsu rural cultural system has achieved remarkable results in physical layout，integration into grass-roots governance pattern，accurate docking mechanism and service supply. However，in the process of building the cultural governance system，Jiangsu still needs to continue to promote the introduction of excellent culture，the construction of standard service system，the innovation of communication channels and the protection of cultural heritage. In view of the difficult problems in the construction of cultural system such as “hollowing out”，“fragmentation”，“weakening” and “emptiness”，this study gives policy suggestions on reshaping rural elite culture，rebuilding rural spiritual atmosphere and reconstructing rural cultural system.
