It is a livelihood issue that is closely related to thousands of households. Maintaining a balanced population development is an inevitable prerequisite for Jiangsu to realize the strategy of “Strengthening，Prosperity，Beauty and High”. “The 14th Five-Year Plan of the People’s Republic of China on National Economic and Social Development and the Outline of Long-Term Goals for 2035” proposes to “formulate a long-term population development strategy and optimize childbirth policies.” “the elderly and children” should focus on improving the population service system and promoting the long-term balanced development of the population. The Politburo of the CPC Central Committee held a meeting on May 31，2021 to pass the “Decision on Optimizing Fertility Policies to Promote Long-term and Balanced Population Development”，and made major deployments for the “Comprehensive Three-Child” policy. The level of equalization and standardization of basic public services for the elderly and children in Jiangsu has reached a relatively high level. In particular，the basic public service system for special groups such as urban and rural extreme poverty and subsistence allowances has been basically established，and the level of protection is also getting higher and higher. However，the aging population is superimposed on the declining birthrate. “the elderly and children” is the focus of my country’s livelihood development in the future. Jiangsu conforms to this national strategy，not only to secure the bottom of the social security system，but also to expand the boundaries of the people’s livelihood economy. Through the establishment of a “one old，one small” overall solution to achieve the development goals of benefiting people’s livelihood，expanding domestic demand and revitalizing the economy.
