The main reason is that urban resources and factors still face many obstacles to go to the countryside，including the lack of marketization of rural resources and the lack of government support for urban resources and factors to the countryside. We should accelerate the pace of market-oriented reform of rural resources，strengthen the policy support of urban resources and factors to the countryside，and stimulate the internal vitality of agricultural and rural development，including promoting industries to the countryside and accelerating the integrated development of rural primary，secondary and tertiary industries；We should promote the factors to the rural and stimulate the vitality of rural factors，main bodies and markets；We should promote services to the countryside to realize the balanced development of urban and rural public services；We should improve the policy system and strengthen the guarantee of land and funds for urban resources and factors to the countryside.
