2021年前三季度江苏省各地区城乡建设用地市场总体运行良好。宗地交易方式、价格、用地主体、分布等特征基本遵循市场发展规律。与国有土地相比,农村集体建设用地市场既有挂牌交易和以设备制造用地为主的单一化共性特征,也存在规模小、价格低、布局散等现实问题。当前城乡建设用地市场的体制机制与功能实践等方面还不完善,存在法律规划未衔接、主体诉求不一致、转型创新有阻力、落实执行难度大等障碍。“十四五”时期,江苏省要率先构建城乡统一的建设用地市场,提出秉持同权同价的原则,建设城乡交易平台、完善政策配套体系、给予金融财政支持、建立利益共享机制等建议。
<<In the first three quarters of 2021,the urban and rural construction land market generally operated well in various regions of Jiangsu Province. The transaction mode,price,land use subject,distribution and other characteristics of parcels followed the law of market development. Compared with state-owned land,on the one hand,the rural collective construction land market had the common characteristics of listing transactions and equipment manufacturing land;on the other hand,there were practical problems such as small scale,low prices,and scattered distribution. At present,the system,mechanism,function and practice of urban and rural construction land market are not perfect,and there are obstacles such as lack of connection between laws and plans,inconsistent demands of subjects,resistance to transformation and innovation,and great difficulty in implementation. During the 14th Five-Year Plan period,Jiangsu Province should take the lead in building a unified urban-rural construction land market. Therefore,it puts forward some suggestions,such as adhering to the principle of equal rights and equal prices,building an urban-rural trading platform,improving the matching system of relevant policies,giving financial support,and establishing a benefit sharing mechanism,and so on.
