Since the 13th Five-Year Plan，Jiangsu adhere to plan scientific and technological innovation with global view，integrate into the global innovation system and carry out international cooperation in science and technology actively，and has made remarkable achievements in carrier construction，cooperative research and development. The regional scientific and technological innovation ability of Jiangsu has been in the forefront of the country for many years，which has laid a good foundation for promoting scientific and technological innovation at a higher level in the 14th Five-year Plan. Under the background of a new development pattern with the major domestic cycle as the main body and the double domestic and international cycles promoting each other，Jiangsu open innovation is facing new situation and challenge. Through analyzing the global innovation trend and the present situation of Jiangsu open innovation，this research shows that Jiangsu still faces problems and challenges in the concept of open innovation，the structure of attracting and using capital，the way of introducing technology and the design of open innovation system. The research concluded that：under the new situation，Jiangsu should strengthen its innovation confidence，grasp innovation opportunities，adhere to the work concept of “enterprise as the main body，industry as the direction，talent and platform as the support，and environment as the guarantee”，strengthen the main role of enterprises and improve the level of innovation. Jiangsu should make innovations when invest outward and create a sound environment for opening up on strengthening institutional innovation，creating a sound ecological environment，etc. In order to raise the level of opening up and innovation，and open up new space for development through innovation.
