Although the construction of ecological civilization and rule of law in the Yellow River Basin has made great achievements in specialization and regionalization，there are still outstanding problems in scientific and systematic aspects. In the future，we must comprehensively establish the concept of ecological civilization and the thinking of watershed management，and formulate a unified Yellow River Protection Law as soon as possible on the basis of the overall consideration of the multiple attributes and systems of water resources，water environment，water ecology，water disasters，water culture and the coordination of conflicts of interest in upstream and downstream，so as to provide a solid legal guarantee for the ecological conservation and high-quality development of the Yellow River Basin. While grasping the legislative work，it is also necessary to earnestly promote the reform of the Yellow River Basin ecological civilization supervision system，clearly grant the Yellow River Commission the legal status as the regulator of ecological civilization in the Yellow River basin，and strengthen the central environmental protection inspection of the Yellow River Basin ecological conservation. In addition，we should steadily promote the construction of the specialization of ecological civilization justice，strengthen environmental prosecution public interest litigation，and fully release the role of judicial protection.
