    2021年“双碳”背景下的祁连山森林碳汇研究与对策建议

    摘要

    我国在联合国大会上提出二氧化碳排放力争于2030年前达到峰值,努力争取2060年前实现“碳中和”。碳达峰、碳中和不仅是一场生活方式、经济方式的革命,对我国绿色经济复苏和推进应对气候变化的国际合作具有重要意义。祁连山作为我国重要的生态安全屏障,发挥着涵养水源、调节气候、固碳释氧、保持水土、保护生物等多方面重大生态作用,是打造碳中和示范区的绝佳平台。本报告以甘肃祁连山国家级自然保护区为对象,通过重点分析祁连山保护区的森林资源概况、森林生物量与碳储量,发现祁连山森林整体以中龄林为主,主要为青海云杉林与祁连圆柏林。未来祁连山森林植被的碳汇潜力依然很大,对甘肃省碳达峰碳中和目标顺利实现起着至关重要的作用。据此,本报告建议进一步完善祁连山监测网络,开展区域碳监测评估试点,发挥应对气候变化和落实“双碳”目标的示范效应。此外,应积极探索建立生态产品价值实现的有效路径,持续做好祁连山生态环境保护工作,不断推进祁连山绿色高质量发展。

    Abstract

    At the United Nations General Assembly,China proposed that carbon dioxide emissions should reach the peak before 2030,and strive to achieve “carbon neutrality” before 2060. Carbon peaking and carbon neutrality not only affects China’s green economic recovery,high-quality development,and leads the direction of global economic and technological change,but also has important significance for protecting the earth’s ecology and promoting international cooperation in response to climate change. As an important ecological security barrier in China,Qilian Mountain plays a important ecological function in many aspects,such as water conservation,climate regulation,carbon fixation and oxygen release,water and soil conservation,and biological protection. It is an excellent platform for building a carbon neutral demonstration area. Qilian Mountain,as an important ecological security barrier in China,is an excellent platform for building a carbon neutral demonstration area,and plays a important ecological function in many aspects,such as water conservation,climate regulation,carbon fixation and oxygen release,water and soil conservation,and biological protection. This article takes the Qilian Mountain National Nature Reserve in Gansu Province as a research target,and focuses on the analysis of the forest resource profile,forest biomass and carbon storage in the Qilian Mountain Reserve. Based on the role and opportunities of forest carbon sinks in the context of peak carbon neutrality,relevant countermeasures and suggestions have been put forward. Qilian Mountain forest is dominated by middle-aged forests. In the future,the carbon sink potential of forest in Qilian Mountains is still very large,which will play a vital role in the smooth realization of the carbon neutral goal of the province’s carbon peak. It is recommended to further improve the Qilian Mountain monitoring network,carry out regional carbon monitoring and evaluation pilots,and give play to the demonstration effect of tackling climate change and implementing the “dual carbon target”. In addition,it is necessary to actively explore the establishment of a system and mechanism for realizing the value of ecological products,continue to do a good job in environmental protection of Qilian Mountains,and promote the green and high-quality development of Qilian Mountains.
