The Qilian Mountain，featuring rich ecological resource endowment and diversified ecosystem，have multiple functions such as water conservation，preservation of soil and water，climate improvement，biodiversity protection，etc. However，under the combined influence of global warming and irrational human activities，the Qilian Mountain has become increasingly problematic in terms of system stability，production sustainability and system diversity in the last decades. Since 2017，the Party Central Committee and the State Council have attached great importance to the eco-environment protection and management of the Qilian Mountain. The governments of Gansu and Qinghai Provinces and all relevant departments are highly cooperative to rectify ecological and environmental problems in the Qilian Mountain，thereby significantly improving regional vegetation coverage and productivity and steadily enhancing the quality of water，air and soil，and making great progress in the construction of the Qilian Mountain National Park. How to maintain the good situation of “effectively resolving chaos to achieve sound governance” is of great forward-looking thinking value for advancing the long-term management of ecological environment in the Qilian Mountain. In addition to summarizing the resource endowment and ecological functions of the Qilian Mountain，this report sorts out the significance of the construction of the Qilian Mountain National Park to the ecological protection of the Qilian Mountain：First，a comprehensive protection mechanism should be established to build a firm security barrier for national ecology. Second，the biodiversity conservation should be enhanced to maintain the balance of ecosystem. Third，the ecological functions of the Qilian Mountain should be improved to promote the well-being of people and social stability. Through the arguments of policy implementation and reform，the relationship between vertical management and horizontal management，and conservation and development，this report proposes recommendations on how to deal with the relationship between policy implementation and trial demonstration，between nature reserves and national parks，between unified authority and hierarchical management，between legal cleanup and remediation and the resolution of historical problems，between scientific protection and rational utilization，between supervision of law enforcement and scientific monitoring，etc. to promote the sustainable construction of the Qilian Mountain Park，with a view to providing benefits for ecological environmental protection，national park construction，economic transformation and green development in the Qilian Mountain.
