During the seventh five-year plan period for legal outreach （2016-2020） in Liaoning Province，theCPC Liaoning Provincial Committee and the Liaoning Provincial People’s Government has attached great importance to the legal outreach work. During the five years，the plan for legal outreach has been completed smoothly with historic achievements. The responsibility program in which law enforcement departments are responsible for strengthening public legal awareness has been widely implemented，and the rule of law culture has been flourishing. The province has strengthened publicity of the Constitution，the Civil Code and other laws and regulations，which has yielded remarkable effects. Many of its practices are innovative and exemplary in the country. Furthermore，the role of legal outreach efforts in serving the overarching purposes has been highlighted，the legal awareness of the officials and masses across the province has been continuously enhanced，and the quality of law-based social governance has been greatly improved. At the same time，there are also some problems to be addresses，such as the imbalances in the progress and the need for more targeted and timely legal outreach programs. In the future，Liaoning Province should make continued efforts to devise the eighth five-year plan for legal outreach，reinforce the implementation of the responsibility program and strengthen legal outreach in key fields，thus advancing the legal outreach work at a deeper level.
