作为国民经济的中坚力量,国有企业的国际化经营活动在我国参与经济全球化的进程中发挥着重要作用。本报告从对外直接投资、对外贸易、跨国并购三个角度归纳我国国有企业跨国经营现状,分析我国国有企业开展跨国经营与国际化管理的必要性,总结当前我国国有企业跨国经营与国际化管理存在的若干问题,如投资决策效率和效果有待提升、贸易结构有待升级,在跨国并购过程中面临较多的政治、法律、财务、汇率等方面的风险和障碍,国际化管理的体制机制建设有待加强、管理水平有待提高等。同时,提出推动我国国有企业跨国经营与国际化管理的政策建议,在双循环新发展格局大背景下,我国国有企业要更好地参与跨国经营和国际化管理,必须借鉴国际经验,积极参与全球性竞争,发挥政府协调作用,加强制度建设,加强对国有企业跨国经营和国际化管理的约束监管,及时调整经营策略,完善现代企业制度,提高经营管理质量,积极承担社会责任,塑造企业文化认同感。
<<As the backbone of national economy,the international operation of state-owned enterprises plays an important role in the process of economic globalization in China. This chapter summarizes the transnational operation status of state-owned enterprises in China from three perspectives:foreign direct investment,foreign trade and cross-border M&A,analyzes the necessity of transnational operation and international management of state-owned enterprises in China,and summarizes some problems existing in transnational operation and international management of state-owned enterprises in China,such as investment decision-making efficiency and effectiveness to be promoted,the trade structure remains to be upgraded. In addition,in the process of cross-border M&A,there are many risks and obstacles in political,legal,financial,exchange rate and other aspects. The construction of international management system and mechanism needs to be strengthened and the management level needs to be improved. Finally,this paper puts forward some policy suggestions to promote the transnational operation and international management of China’s state-owned enterprises. Under the background of the double-cycle new development pattern,China’s state-owned enterprises must learn from international experience,actively participate in global competition and play the coordinating role of the government in order to better participate in the transnational operation and international management. Strengthen institutional construction,strengthen the restriction and supervision of transnational operation and international management of state-owned enterprises,timely adjust business strategies,and improve the modern enterprise system. Improve the quality of management,actively undertake social responsibility,shape the identity of enterprise culture.
