The social governance in urban areas plays a key role in the national governance system，and the local legislation should play an important role in the urban social governance. This paper starts with the local legislation of the people’s congresses of four municipalities directly under the central Government（Beijing，Tianjin，Shanghai and Chongqing），and compares the overall structure and legislative characteristics of local legislation on social governance within the urban scope. It is suggested that local people’s congresses follow the provisions of scientific legislation，strengthen top-level design，and enhance the effectiveness and timeliness of the supply of local legislative institutions.
