本报告在界定残疾人康复体育的核心概念的基础上，回顾了新中国成立以来中国残疾人康复体育经历的探索萌芽、初步形成、起步发展三个阶段。从康复体育家庭关爱服务人数、康复体育示范点、服务模式、专业人才培养和培训四个方面，阐述了中国残疾人康复体育发展现状。分析了中国残疾人康复体育发展中存在的社会保障及服务体系不健全、服务模式陈旧、专业人才匮乏、资源配置不合理、公众意识薄弱等相关问题，提出健全残疾人康复体育社会保障制度、创新残疾人康复体育服务运行模式、规范残疾人康复体育专业服务体系、构建残疾人康复体育人才培养体系、完善残疾人康复体育资源环境配置、加强残疾人康复体育知识的普及宣传等六个方面建议，以促进中国残疾人康复体育发展。
<<On the basis of defining the core concept of rehabilitation sports for the persons with disabilities，this report reviews the three development stages of exploration germination，initial formation and initial development of rehabilitation sports for the persons with disabilities in China after the founding of new China. This report expounds the development status of rehabilitation sports for the persons with disabilities in China from four aspects：the number of family care services of rehabilitation sports，rehabilitation sports demonstration sites，service modes and professional personnel training and training. This report analyzes the related problems existing in the development of rehabilitation sports for the persons with disabilities in China，such as imperfect social security and service system，outdated service mode，lack of professionals，imperfect resource allocation，weak public awareness and so on；put forward six suggestions on improving the social security system of rehabilitation sports for the persons with disabilities，innovating the operation mode of rehabilitation sports services for the persons with disabilities，standardizing the professional service system of rehabilitation sports for the persons with disabilities，constructing the training system of rehabilitation sports talents for the persons with disabilities，improving the allocation of rehabilitation sports resources and environment for the persons with disabilities，and strengthening the popularization and publicity of rehabilitation sports knowledge for the persons with disabilities，to promote the development of rehabilitation sports for the persons with disabilities in China.
