本报告阐述了2020年中国残疾人事业总体发展状况，计算了中国残疾人事业发展指数及各省（区、市）指数，分析了中国残疾人事业发展面临的障碍，最后对“十四五”时期残疾人事业发展进行了展望。研究结果表明，中国残疾人事业取得长足发展，残疾人事业发展指数由2009年的48。4上升到2019年的73。2，残疾人生存保障指数由2009年的44。2上升到2019年的77。6，残疾人发展提升指数由2009年的54。4上升到2019年的67。2，残疾人服务支撑指数由2009年的47。6上升到2019年的73。4。2015年以来，中国残疾人事业平衡发展指数稳步上升，2019年总体平衡发展指数为51。8，比2015年上升3。5，提升幅度趋于平缓。
<<The report describes the overall development of persons with disabilitie in China in 2020，calculates the development index and balanced development index of the persons with disabilities in China，calculated and compared the development index of persons with disabilitie in each province. It also prospected the development on the cause for persons with disabilities in China. The research results show that China’s undertakings for persons with disabilitie have made substantial progress. The development index of the persons with disabilities has risen from 48.4 in 2009 to 73.2 in 2019. The survival guarantee index，development promotion index and service support index of the persons with disabilities are 44.2，54.4，and 47.6 respectively in 2009，rising to 77.6，67.2，73.4 in 2019. Since 2015，the persons with disabilities cause have maintained rapid development in China，with the balanced development index rising steadily. In 2019，the overall balanced development index was 51.8，3.5 higher than that of 2015，showing a gradual increase.
