中国的“无废城市”建设提出了使整个城市固体废物产生量最小、资源化利用充分、处置安全的目标。实现这一目标需要统筹城市多种类型固体废物的高效处理处置和资源化,建立良好的城市资源循环代谢模式。然而,当前中国城市对各类固体废物普遍采取孤立化处理处置方式,技术应用较为单一,不同技术链条间缺乏物质流、能量流的有效衔接,没有形成高效的代谢链网,显著制约了多种类型固体废物的资源化利用潜力空间。因此,城市资源代谢优化应统筹城市多种类型固体废弃物的高效协同处置,推动传统的“资源—废物”线性代谢模式向“资源—废物—再生资源”循环代谢模式转变。构建从源头分类减量到末端处理处置、处理设施协同共生的园区化工程技术体系,实现物质有序循环和能量梯级利用,建立城市整体资源集约节约利用的绿色循环发展模式,能够为“无废城市”建设的统筹规划和城市固体废物可持续管理改革提供科学支撑。
<<The construction of “zero-waste city” in China proposed the targets of urban solid waste management,which contains minimizing waste generation amounts,realizing sufficient resource utilization,and safe disposal of waste. To achieve these goals,it is necessary to integrate the effective treatment,disposal,and resource recovery of multiple types of urban solid waste,and build optimal cyclic metabolic pathways for urban resources. However,currently many types of urban solid waste in China are treated by their respective technologies isolatedly,lacking effective combination of material and energy flows among different technology chains. This situation has remarkably restricted the potential of resource recycling in urban solid waste management. Therefore,the optimization of urban resource metabolism should plan the effective co-processing of multiple types of solid waste as a whole,to promote the transformation from traditional linear metabolic mode of “resource-waste” to circular metabolic mode of “resource-waste-renewable resource”. It is recommended to enhance the park-building strategy of solid waste management,which contains the management processes from source classification and reduction to final treatment and disposal. The symbiosis among solid waste treatment facilities can realize orderly material cycling and cascaded utilization of energy,which is beneficial for establishing the green and circular development mode for cities,and can provide scientific support for the overall planning of “zero-waste city” and reform of sustainable management of urban solid waste.
