近年来,随着经济发展和生活水平的提高,外卖逐渐成为饮食等消费的主要方式之一,废弃的外卖包装处理问题成为一个社会关注的焦点问题。与此同时,传统的废塑料处理方式受到一定程度的挑战。为了提高环境保护效力,在垃圾分类如火如荼进行期间,政府和企业之间的职能转换也成为必然发展趋势。本文从餐盒的生产、使用和回收三个环节出发,总结国外经验,提出延伸生产者责任可以有效地缓解废弃餐盒造成的环境危害。生产者可以通过全面掌握产品原始材料信息,控制物流体系,形成环保餐盒的生产、使用和回收的良性循环,依次响应“无废社会”建设的国家政策。
<<In recent years,with economic development and the improvement of living standards,takeaway has gradually become one of the main ways of consumption such as food,and abandoned takeaway packaging has become a focus of social concern. At the same time,traditional waste plastic processing methods are being challenged to a certain extent. In order to improve the effectiveness of environmental protection to a greater extent,during the period of “garbage classification” in full swing,the transformation of functions between the government and enterprises has also become a necessary development trend. This article starts from the three links of production,use and recycling of lunch boxes,and summarizes foreign experience,and proposes that extending producer responsibility can effectively alleviate the environmental hazards caused by discarded meal boxes. Producers can control the logistics system and form a virtuous circle of the production,use and recycling of Eco-friendly meal boxes by fully grasping the information on the original materials of the products,and in turn respond to the national policy of building a “zero-waste society”.
