Continuous living environment improvement，core topic of rural ecological civilization，is one of the most important objectives for rural regions development and revitalization. To effective guide the practical works of the environment improvement of rural area in China，the rural residential environment improvement action plan of Qitaihe city （Heilongjiang province） was selected as an example and the assessment index systems of different villages was constructed according to their varied developing objects （such as beautiful livable village，improved village，basic living village，relocation village）. And abilities of comprehensive pollution controlling and green development index system were selected. The assessment index system was meaningful for the effective guiding of the garbage revolution，the sewage revolution，the toilet reform and the village appearance work. Qitaihe city has realized the classification of the existing 220 administrative villages.
