    2021年以“数字江海”为引领 加快奉贤城市数字化转型研究

    摘要

    “数字江海”是奉贤区推进城市数字化转型、带动全区实现高质量发展的重要工程,也是奉贤加快提升智慧城市发展水平、赶超先进城区的重要抓手。自立项以来,奉贤区已对“数字江海”进行了详细规划,计划建设以“生活+产业+治理”为核心模式,打造国内首个产城融合的国际产业社区样板,具有产城融合发展、政企深化合作、“三T”协调规划等特色。面向未来,“数字江海”既面临着五个新城建设等重大机遇,也面临着上海各区激烈竞争的严峻挑战。借鉴国内其它智慧产业社区的发展经验,本报告认为“数字江海”需要进一步充实主导产业内涵,提升对外合作层级,推动产城深度融合,并在产业政策和发展要素上提供更有力的保障。

    Abstract

    “Digital Jianghai” is an important project for Fengxian District to promote urban digital transformation and drive the region to achieve high-quality development. It is also an important starting point for Fengxian to accelerate the development level of smart city and catch up with and surpass advanced urban areas. Since the establishment of the project,Fengxian District has made a detailed plan for the “Digital Jianghai”. It plans to build the first international industrial community model of industry city integration in China with the core mode of “life+industry+governance”,which has the characteristics of industry city integration development,deepening cooperation between government and enterprises,and “3T” Coordination Planning. In the future,“Digital Jianghai” is facing not only major opportunities such as the construction of five new towns,but also severe challenges from fierce competition in various districts of Shanghai. Drawing on the development experience of other domestic smart industry communities,this report proposes that the “Digital Jianghai” needs to further enrich the connotation of leading industries,improve the level of cooperation with ICT giant,promote the deep integration of industry and city,and provide more powerful guarantee in industrial policies and development elements.
