    2020~2021年国有资本助力奉贤乡村振兴研究

    摘要

    奉贤新城作为上海市规划中的五个新城之一,在独特的新城定位下,奉贤实施乡村振兴战略需要探索新的道路。国有企业助力奉贤乡村振兴是乡村振兴战略的重要实践,它要求区政府的坚强领导和统一部署、国有企业和涉农区需求的有效对接、财税政策的支持引导、金融保障服务的保驾护航和专业人才的强力支撑。国有资本助力奉贤乡村振兴能充分发挥国有企业专业优势、人才优势和资源优势带动乡村振兴,提高农民收入。本报告分析了国有资本在乡村振兴中的意义,通过总结全国其他地区国有资本助力乡村振兴的实践经验,梳理奉贤现有的国有资本助力乡村振兴的经验,同时剖析了现存的问题,并对国有资本进一步助力奉贤乡村振兴提出了相应的政策建议。

    Abstract

    Fengxian new town is one of the planned new towns in Shanghai. Under the unique new town positioning,Fengxian needs to explore a new road to implement the Rural Revitalization Strategy. State owned enterprises helping Fengxian Rural Revitalization is an important practice of the Rural Revitalization Strategy. It requires the strong leadership and unified deployment of the district government,the effective connection between the needs of state-owned enterprises and agriculture related areas,the support and guidance of fiscal and tax policies,the escort of financial security services and the strong support of professionals. State owned capital helps Fengxian rural revitalization,which can give full play to the professional advantages,talent advantages and resource advantages of state-owned enterprises,drive rural revitalization and improve farmers’ income. This report analyzes the significance of Fengxian state-owned capital in rural revitalization,summarizes the typical cases of state-owned capital helping Rural Revitalization in other regions,combs Fengxian’s existing experience of state-owned capital helping rural revitalization,analyzes the existing problems,and puts forward corresponding policy suggestions for state-owned capital further helping Fengxian Rural Revitalization.
