According to the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China，the overall goal and task of building a culturally powerful country by 2035，this report proposes that the development of accessibility must be supported by culture，and the construction of accessibility culture is part of the building of a culturally powerful country. The report elaborated the definition of accessibility culture，analyzed the process of accessibility culture construction and existing problems. In view of the fact that accessibility culture and accessibility legislation are a relationship of integration and companionship with peers，the report puts forward the necessity and urgency of accessibility legislation. In view of the safeguarding role and significance of accessibility and accessibility culture construction，the report proposes to strengthen accessibility legislation and accessibility culture construction，promote the construction of a culturally powerful country and realize the common prosperity of all people.
