    中国高校无障碍专业人才培养发展报告(2021)

    摘要

    老龄化问题的日趋严重和残障人口数量的快速增长对我国无障碍环境建设提出了更高、更紧迫的要求。新的历史时期,专业人才不足已成为制约无障碍事业高质量发展的关键因素。高校作为人才培养的重要阵地,承担着为党育人为国育才的重要使命和责任。坚持人才引领发展战略,加快专业化人才培养,以不断提升我国无障碍环境建设的现代化水平,满足人民对美好生活环境的需求,是高校义不容辞的责任。本报告系统梳理了我国高校无障碍专业人才培养发展历程,从学科专业建设、课程建设、教材建设、师资队伍建设、产学研协同育人等五个方面全面分析我国高校无障碍专业人才培养现状及存在的问题,结合我国当前及未来无障碍事业发展需要,提出加强顶层设计,健全培养体系;加强师资队伍建设,丰富教学资源;加强多主体协同,创新人才培养机制;加强全面提升,优化外部环境等促进高校无障碍专业人才培养的对策建议。

    Abstract

    The increasingly serious problem of aging and the rapid increase in the number of persons with disabilities have put forward higher and more urgent requirements for the construction of accessibility environment in China. In the new historical period,the shortage of accessibility professionals has become a key factor restricting the high-quality development of barrier-free undertakings. As an important position for personnel training,colleges and universities bear the important mission and responsibility of educating people for the PC and the country. Adhering to the talent-led development strategy,accelerating the training of specialized talents,in order to continuously improve the level of accessibility environment construction in my country,and meet the people’s needs for a better living environment are the vital responsibilities of universities. This paper systematically sorts out the development process of barrier-free professional talents in my country’s colleges and universities,and comprehensively analyzes the current situation and existing problems of accessibility professional talent training in my country’s colleges and universities from five aspects:discipline construction,curriculum construction,teaching material construction,teacher team construction,and industry-university-research collaborative education,combined with my country’s current and future accessibility development needs,proposes to strengthen the top-level design,improve the training system,strengthen the construction of the teaching staff,enrich the teaching resources,strengthen the multi-subject coordination,innovative talent training mechanism,strengthen policy support,optimize the external environment,etc.
