无障碍环境建设标准体系是无障碍立法的重要组成部分。本报告在回顾中国无障碍环境建设标准系统化建设发展历程的基础上，与国外相关无障碍环境建设标准体系做了比较分析，发现现有标准存在体系不完善、评价标准和认证机制缺乏、强制性不足等问题，提出加快无障碍环境建设立法、完善无障碍环境建设全过程标准体系、推动建设无障碍信息化产品和无障碍服务标准体系、强化实施无障碍环境建设社会监督制度、建立和完善无障碍环境建设后评价体系等措施。
<<Accessible environment construction standard system is an important part of accessible legislation. In the context of the systematic development of China’s accessible environment construction standards，this report compares and analyzes China’s accessible environment construction standard systems with those of other countries，so as to summarizes the implementation of China’s accessible environment construction standard systems at different stages of economic development and analyzes the existing problems. Suggestions on further improvement and development of accessible environment construction standards in China during the 14th Five-year Plan period are put forward. It provides reference for the development of China’s accessible environment construction standard system and the decision-making of government departments at all levels in the new era.
