Local regulations，government rules and relevant technical standards for accessible environment construction are main contents to improve local administration system on accessible environment，and the necessaries for the implementation of higher-level laws such as Law of the People’s Republic of China on the Protection of Disabled Persons，Law of the People’s Republic of China on the Protection of the Rights and Interests of the Elderly and Regulation on the Construction of Barrier-Free Environments；they are also key to promoting the construction of inclusive society，all age-friendly communities and cites. In this research，the development history of local regulations and rules for accessible environment construction is systematically analyzed，their current characteristics and general adaptability are evaluated，and practical explorations of improving regulations on accessible environment construction are investigated. In view of the problems existing in the local regulations and rules，relevant countermeasures are proposed to promote the improvement of accessible environment administration system，as well as local management level in China.
