As the trial barrier to crack down black evil crimes，the people’s court should have an overall grasp of corpus delicti and the forming of black evil forces，knowing the details about the social problems and the bugs in management that can breed black evil crimes. By this way，judicial suggestions can accelerate relevant authorities to improve the management，prevent the defects，further enhance the governance of social problems and consolidate anti-crime achievements. By analyzing the effect of judicial suggestions regarding black evil cases on social problems governance，this paper investigates the current effect and dilemma of judicial suggestions，puts forward the ideas that judicial suggestions for evil cases should be included into the new pattern of social governance. Also the “escalation letter” mechanism should be established，under which the competent court digs out the problems，and then the superior court investigates and sends out the letter to get out of the dilemma faced in the judicial suggestions. In the meanwhile，this “escalation letter” mechanism can facilitate the deep investigation of social management problems，improve the quality of judicial suggestions and make sure municipal management organizations can correct the industrial regulation，strengthen the supervision on relevant companies and ensure the full implementation of judicial suggestions.
