农村是应对人口老龄化问题的重要阵地。近年来,河南人口老龄化程度加深,与全国相比老龄化加速更明显;老年人口抚养比不断攀升,空巢化问题日益凸显;农村老年人口规模大,老龄化程度高于城镇。总结河南农村养老工作的做法、典型经验、主要成效,剖析面临的养老服务供给水平偏低、资金保障不足、从业人才缺乏、养老成本费用相对较高四大实际问题,提出五点思考和对策建议:一是以深入研判人口老龄化发展趋势为前提,二是以创新养老服务模式、培育发展新业态为突破口,三是以提高养老服务质量为导向,四是以加大资金人才投入为抓手,五是以完善养老政策法规为保障。
<<The rural area is an important front for responding to the problem of population aging. In recent years,the degree of population aging in Henan has deepened,and the acceleration is more obvious than the whole country. The old-age dependency rate is rising,and the problem of empty nesting has become increasingly prominent. The rural elderly population has a large scale and the aging degree is higher than that in the urban areas. The main results of the typical experience of rural pension work in Henan are summarized,and the low level of pension service supply is analyzed. Summarizing the practices,typical experiences and main results of the elderly care work in Henan rural areas. This paper analyzes four major issues of low supply level of pension service,insufficient fund guarantee,lack of employees and relatively high elderly care costs,and puts forward five thoughts and countermeasures:It is based on the premise of in-depth study on the development trend of population aging. It is a breakthrough to innovate elderly service models and foster new business formats. To improve the quality of elderly care services as the guide. To increase capital and talent investment as the starting point. To improve pension policies and regulations as a guarantee.
