河南郑州“7·20”特大暴雨造成了严重的人员伤亡和经济财产损失。本研究对该突发事件的机理进行分析，总结此次暴雨洪涝灾害在应急管理方面的经验教训，并提出对策建议。河南郑州“7·20”特大暴雨的应急管理存在灾害预警与应急处突不相适应、形势研判与指挥决策不够果断、全面应对与重点强化存在脱节、常态准备与战时应急不相匹配等问题，建议从规划城市环境布局、建设海绵城市、保障联防联动等方面予以优化和提升。

It is recommended to optimize and improve from planning urban environment layouts，construction of sponge cities，guaranteed joint defense linkages.
