The China Art Festival，known as the “National Games for Artists”，has been hold for nine sessions so far，which not only reflects the cultural and social development in China，but also implicates the reforming of national cultural system and the constructing of public cultural service system.As a matter of fact，the Festival has been casting more and more influence in the spheres of politics，economy，culture and society.However，few scholars give an in-depth research on this phenomenon.This article，based on a great number of fieldworks and firsthand data，makes a case study of the 9th China Art Festival，discussing the Festival’s impact and function to the regional cultural construction and social development.
