Macau’s Legal Regime on Medical Incidents came into being after 12 years of legislative process. Its promulgation symbolises a legal reference for the Special Administrative Region in verifying medical incidents. This articles focuses on the institution and operation of the Assessment Centre for Complaints of Medical Activities before the Legal Regime was drafted，the drafting process of the Regime itself，the operation of the Expert Commission on Medical Incident set up in accordance with the Regime，and suggestions for improvements on the enforcement of the Regime.
