公共部门的管理和领导人才培养一直备受澳门社会关注,而澳门特别行政区成立后居民对政府施政及其成效的期望日益提高,使公共部门的管理和领导人才的培养显得更加重要。从当前澳门特区公务人员的分布、培训和调职制度分析,目前存在公共部门对各级人员职务内容理解不一、职务设计与社会现实脱节、欠缺吸引毕业生或社会人才加入公务人员行列的激励机制、调职制度未被善用等问题。调整职程制度、明确各级人员分工、重新设计职务内容、让人才培养面向社会、改善公务人员培训等,都有利于公共部门培养管理和领导人才。而基于澳门公务人员的规模、培训资源的分工,以及公共部门内部的人才培养要求,有关设立“政府行政学院”的建议将涉及长远的投资考量,或未符合其应有的效益。
<<Nurturing future supervisors and leaders in the public sector has been an issue of concern within the community of Macau. Expectations for government policy implementation and its effectiveness have been on higher demand since the establishment of the Macau Special Administrative Region,making the task of nurturing more important. Analysing from the distribution,training and secondment of the public sector personnel in the Macau Special Administrative Region,there are problems such as a lack of a unified understanding on the content of functions of each level of personnel,the existence of gaps between job designs and social realities,a lack of incentives to attract graduates or talents in the community to join the public sector,as well as an infrequent use of the secondment mechanisms. By adjusting the career regime,clarifying the division of labour between each level of personnel,conducting job redesigns,making the nurturing task open to the community,and improving training are all beneficial to nurturing future supervisors and leaders of the public sector. Given the scale of public sector employees in Macau,the existing division of labour between the training resources and the training requirements of each individual government agencies,the suggestion to institute a “college of government administration” will involve far-reaching investment considerations,which may not be able to achieve its supposed effectiveness.
