“Transparency in government” and “simplification of administra-tive procedures” are important contents proposed by the Fifth Chief Executive of the Macau Special Administrative Region to promote public administration reform and improve administrative efficiency. In Macau，transparency in government has the function of achieving the legitimacy of administration，and simplified administrative procedures are in line with leaping from simple administrative administration to people-oriented service.
