The public policy advisory mechanism of Macau includes policy advisory committee consultation，association consultation，and public consultation. After many years of development，this mechanism has combined elite consultation with public consultation，with multiple consultation methods，wide participation and transparent process and results，thus generated certain outcome. On the other hand，there remains some problems in practice that the level，structure，selection of members and operating models of policy advisory committees need to be improved. The social representation of associations and development of professional associations should be strengthened. Different consultation methods should be applied for different policy types. An effective coordination mechanism and an assessment and response mechanism should be established to encourage public participation.
