回归以来,澳门基尼系数不断下降,居民家庭可支配收入不断增加,澳门社会保障制度在社会资源分配上已经基本达到平衡公平与效率的水平。本文基于特区政府的数据,运用社会保障体系评估框架,从澳门社会保障的需求状况、覆盖范围、有效性、可持续性和协调性五个维度出发,对现行社会保障体系进行分析。澳门社会保障体系已经实现全覆盖和满足基本保障,且有效地缓解了贫富悬殊问题,但因人口老龄化,社会对社会保障的需求有所增加。针对社会保障体系的可持续发展,澳门特区政府也从调整拨款制度和强化投资收入方面着手,并引入非强制中央公积金,来强化社会保障的可持续发展;协调性方面,特区政府初期着重理顺部门分工和行政组织架构,然后通过协调、整合部门职能和诱导民间机构合作发展社会服务。澳门社会保障体系的有序建立及良性运作是有目共睹的,未来应以大数据整合服务、智慧城市发展联动跨部门和区域合作、公私营合作三种路径诱导创新创业应用于社会服务发展,推动特区和湾区社会保障体系完善,促进大健康产业发展。
<<Since Reunification,Macau’s Gini Coefficient has been declining,and household disposable income has been rising. The social security system in Macau has achieved balance,fairness and efficiency in the distribution of social resources. This article uses the evaluation framework of a social security system to analyse Macau’s current system from five dimensions:needs,coverage,effectiveness,sustainability,and coordination. Macau has already reached full social security coverage and effectively alleviated income disparity. However,due to aging of the population,demand for social security has increased. To achieve a sustainable development of the social security system,the Macau Special Administrative Region government has begun to adjust the appropriation system,strengthening investment income and introduced a non-mandatory central provident fund. In terms of coordination,it has initially focused on the division of labour and administrative structure,then on integrating functions and provided incentives to non-governmental organisations to develop social services. The orderly establishment and good functioning of Macau’s social security system is obvious to all,and the way forward should be to introduce innovation and entrepreneurship in the development of social services by integrating big data with services,stimulating inter-sectoral and regional cooperation from smart city development,and public-private partnerships. The social security system between Macau and the Bay Area should also be improved,and big data health industry should be encouraged.
