Since the 21st century，Zhejiang Province has actively promoted the reform of “the quality of development rather than just the quantity” and established a comprehensive evaluation mechanism of “Per-mu Effectiveness” to improve the quality and efficiency of economic development. In terms of promoting the economical and intensive use of land resources，the reform of “the quality of development rather than just the quantity” directly gave birth to the reform of “standard land” in the land transfer process，and promoted institutional innovation in the field of land management. This report takes “standard land” reform as an example，introduces the implementation of the reform，summarizes the achievements and problems，and puts forward countermeasures and suggestions.
