产业用地全生命周期管理是优化土地资源要素配置、提升集约利用水平的重要途径。本报告从企业生命周期、产业用地管理周期两个维度测算产业用地全生命周期,并运用非线性回归模型识别生命周期阶段,分析产业用地供应准入阶段、效益评价阶段和权益退出阶段全过程管理的实践经验和现实矛盾,探索基于生命周期的产业用地集约利用水平评价方法。研究结果表明:研究区66。1%的企业生命周期不超过5年,99。6%的企业生命周期不超过30年;产业用地集约利用水平随着企业生命周期的演变呈先升后降的变化态势,衰退阶段产业用地利用效率低;研究区企业生命周期与土地供应年期不同步、供后监管主体难落实、盘活退出机制难推进等现实矛盾突出,应结合企业生命周期阶段特征实施弹性供地和差别化管理政策。
<<The whole life cycle management of industrial land is an important way to optimize the allocation of land resources and enhance the degree of intensive use. This report measures the entire life cycle of industrial land from two dimensions:enterprise life cycle and industrial land management cycle. The nonlinear regression model is used to identify the life cycle stage. The practical experience and practical contradictions in the whole process management of industrial land supply access stage,benefit evaluation stage and equity exit stage are analyzed. We explored the evaluation method of industrial land intensive use level based on life cycle. The results show that 66.1% of the enterprises in the study area have a life cycle of less than 5 years and 99.6% have a life cycle of less than 30 years;the level of intensive use of industrial land shows an upward and then downward trend with the evolution of the life cycle of enterprises,and the efficiency of industrial land use is low in the decline stage. There are prominent practical contradictions between the enterprise life cycle and the land supply period in the study area,such as the difficulty in the main body of post-supply supervision implementing,and the difficulty in promoting the revitalized exit mechanism. Therefore,flexible land supply and differentiated management policies should be implemented in accordance with the characteristics of the enterprise life cycle stage.
