New planning that differs greatly from tourism planning in functions and methods has been formed in foreign countries，that is，recreation and tourism planning，which can be further divided into two categories：general planning and special planning.These two categories differ from each other in theory and methods.The contents of the recreation and tourism planning have expanded from tourism needs and supply deployment to recreation needs and supply deployment；and the planning routes emphasize the investigation into the community recreation needs and the full satisfaction of all types of recreation needs of local residents and non-native tourists.This planning is a planning based on the leisure science system.This paper，for the first time，introduce the exploration by France and Netherland in the field of recreation and tourism planning practice to domestic readers.
