英国的印太活动在后脱欧时代进入了新阶段。约翰逊政府在2021年3月出台的《综合评估》报告中首次提出了英国的印太政策框架。这个框架以及英国的活动表明,英国既致力于强化与印太行为体的经贸科技联系,也有意逐步增加在该地区的海上军事活动与常态化存在。应对脱欧经济挑战的需要以及对其繁荣与印太安全不可分割的看法是推动英国强化印太活动的关键因素。对中国认知的负面转变则是英国强化与区域内其他行为体及出台印太政策框架的重要背景因素。在确保对其更为重要的欧洲—大西洋区域的安全、脱欧后强化对北约欧洲盟友安全承诺以及有限资源的限制下,英国在防务层面的印太”倾斜“存在明显限度,经贸议题将占据更为优先的地位。
<<The UK’s engagement with the Indo-Pacific region entered a new phase in the post-Brexit era. The Johnson Government put forward an Indo-Pacific policy framework for the first time in the Integrated Review which was issued in March 2021. This framework,and the UK’s actual activities demonstrate the UK’s commitment to strengthening its economic,trade and scientific and technological ties with players in the Indo-Pacific region,as well as its intention to gradually increase its naval deployment and regular maritime presence in this region. The need to address the economic challenges of Brexit and the perception of its prosperity as inseparable from Indo-Pacific security and stability are the key factors driving the UK’s intensification of Indo-Pacific activities,in the context of its increasingly negative view of China’s rising international influence or the so-called “international assertiveness”. In ensuring the security of Euro-Atlantic region,which is more important to the UK,strengthening the security commitments to NATO’s European allies after Brexit,and restricting limited resources,the UK’s Indo-Pacific “tilt” has obvious limits in areas of defence and security. Economic and trade issues will take a higher priority.
