新冠肺炎疫情出现以来,同全球其他国家一样,英国的大学在整体运行、教学、研究、行政服务和学生支持等方面,相应地产生了调整与变化。教育教学领域既积累了大规模线上教学的经验,也存在问题和不足。政府和高校在后疫情时代需要充分考虑数字在线教育的质量,保证学生学习的公平性。疫情在一定程度上扰乱了全国性的科研评比工作《科研卓越框架2021》的进展,部分科研经费受阻,但政府也出台了相关政策、设立新的研究机构以保障持续科学研究,并巩固英国科研超级大国的全球地位。对英国大多数高校来说,学生学费尤其是国际学生学费,是维持学校运转的重要保障。学生人数的减少给大学的财务状况带来压力。后疫情时代,英国政府和高等教育行业需要思考如何在未来的国际教育市场保持竞争地位。政府也应认识到高等教育行业在未来英国经济社会复苏过程中的中心作用,并应以务实的态度帮助这一行业实现持续发展。
<<Since the outbreak of the COVID-19 pandemic,as in other countries around the world,universities in the UK have adjusted and changed accordingly their overall operation,teaching,research and professional services,and student support. In the field of teaching and learning,universities and academics have accumulated experience on large-scale online teaching,but they are also confronted with shortcomings and problems. In the post-pandemic era,governments and universities need to fully consider the quality of digital online teaching and learning and ensure equal access to digital resources for students. In the field of research,due to the COVID-19,the submission plan of research evaluation(i.e.,REF 2021)at national level has been revised and some research funding has been cut. Despite this,the government has taken measures and launched new research agencies(i.e.,ARIA)to help cement the UK’s position as a global science superpower. For most universities in the UK,student tuition fees,especially that of the international students,are an important guarantee for maintaining the operation of the schools. The decline in the number of students is putting pressure on the financial situation of many universities. In the post-pandemic era,both the British government and the higher education sector need to think about how to maintain the UK’s competitive position in the international education market in the future. The government should also recognise the central role of the higher education sector in the UK’s economic recovery and support its sustainable development.
