This chapter aims to summarize the achievements of institutional innovation since the establishment of Shanghai Pilot Free Trade Zone and Lin-gang Special Area. Then compare them with the high-standard economic and trade rules of CPTPP to find out the gap between the economic and trade rules of Shanghai Pilot Free Trade Zone and Lin-gang Special Area and the standards of CPTPP. In order to promote all-round and high-level opening-up in deeper and wider fields with greater efforts，and to accumulate experience for China’s accession to the CPTPP in the future，we need to benchmark various high-standard rules of the CPTPP，try first，increase pressure testing，and comprehensively expand from factor based opening to institutional opening，take the lead in establishing a new open economic system interconnected with international prevailing rules.
