As our country enters the construction of a “dual circulation” development pattern in which domestic economic cycle plays a leading role while international economic cycle remains its extension and supplement，the functions and forms of Shanghai’s opening to the outside world will be upgraded and developed accordingly. Shanghai will play a better role in promoting the growth of China’s domestic demand，promoting the development of new types of consumption，improving China’s technological innovation capabilities，and promoting the upgrading of the industrial structure in the Yangtze River Delta. Based on the market and resources of the Yangtze River Delta，Shanghai will continue to play its role as the first city in the Yangtze River Delta，promote the optimal allocation of resources，and improve the global resource allocation function. In the next stage，Shanghai will rely on the advantages of the domestic super-large-scale market，with the integration of the Yangtze River Delta region，the construction of the Pudong Socialist Leading Area，and the Shanghai Free Trade Zone to promote Shanghai’s economic transformation and innovation-driven development，and further promote Shanghai to a higher level open economy.
