Shanghai’s construction of science and technology （Sci-tech） innovation center with global influence，Shanghai Stock Exchange’s establishment of STAR Market and pilot registration system，which are two major tasks entrusted to Shanghai in new era. At present，the basic framework system of Shanghai Sci-tech Innovation Center has been established，the number and quality of Sci-tech Innovation have achieved “double improvement”，Sci-tech innovation capacity has been greatly improved，and the ecological environment for Sci-tech innovation has been significantly improved. How to grasp the strategic opportunity of establishing Sci-tech innovation board in Shanghai，push the construction of Sci-tech innovation center into the fast lane，and then realize the joint development of Shanghai’s “two centers” has become a major topic of political and academic attention. Therefore，this paper first reviews the basic situation of the construction of Shanghai sci-tech innovation center. Then，this paper sorts out the basic situation and evaluated the status quo of the STAR Market. The research finds that the STAR Market has broadened financing channels，supplemented development funds，improved innovation incentives，standardized corporate governance，and opened up the innovation capital chain for Shanghai sci-tech enterprises. However，there are still weak links needed to be improved，such as the regulation system，cultivation mechanism and financing system. Finally，optimization measures are put forward from the rules of STAR Market，financing system of sci-tech innovation enterprises and transformation of innovation achievements，so as to further exert the traction role of STAR Market and promote Shanghai to be built into a sci-tech innovation center with global influence.
