Carrying out researches on the evaluation of urban land use efficiency and on its optimization measures is an important measure to fulfill the most strict system of saving and intensive land use，speed up the evacuation of non-capital functions and promote high-quality development. The evaluation results of the data envelopment method show that the overall efficiency of urban land use in Beijing presents the features of stratification and clustering，with an average comprehensive efficiency of 0.677，which means there is a lot of room for improvement. Due to differences in regional positioning and economic development levels，there are obvious differences among districts，which can be roughly divided into four grades. Among them，Dongcheng District，Xicheng District，Shijingshan District，Mentougou District and Miyun District are the most effective areas （Grade A），which are mainly composed by the core areas of capital funtion and the ecological conservation development areas. This phenomenon not only reflects the advantage of detailed land management and shrewd development，but also demonstrates the dialectical and unified ecological civilization concept of ecological protection and economic development. Grade B and Grade C are composed by Pinggu District，Huairou District，Haidian District，Chaoyang District and Yanqing District，which are supposed to make progress by more detailed planning and more precise scale regulation. Shunyi District，Daxing District，Fangshan District，Changping District，Fengtai District，and Tongzhou District are inefficient areas （Grade D）. Except that Fengtai District belongs to the urban function extension area，the rest belong to the urban new development area. They are supposed to carry out the reduction strategy，explore the land use potential in the spatial and structural dimensions and transform land use mode to realize economy escalation and the modernization of harmony between human and nature.
