本文旨在讨论1978年以来中国文化产业政策演进的过程及其背后的原因。本文认为,中国文化产业政策的演进始终与2000年前文化产业的“合法性”建构及2001年后文化产业的“合法性”发展过程相协同。作为中国文化体制改革进程的重要标识之一,文化产业政策的制订要受到国家文化产业发展的实际进程和经济社会整体改革发展程度的影响,因而在政策形态上体现出中国文化体制改革所特有的“政府主导”、“渐进变迁”、“效率导向”、“弹性管理”等特点。与西方发达国家文化产业政策相比,由于存在经济、文化和社会结构方面的差异,中国文化产业政策自成体系,是后发转型国家借助于国家力量实施的“战略性激励赶超型”政策系统。
<<This paper examines the evolution of china’s cultural industries policy since 1978 and analyzed its root courses,arguing that the evolution was characterized by the construction of “legitimacy” for the cultural industries before 2000 and the development of “legitimacy” after 2001.As a significant marker for the overall cultural system reform,the development of cultural industries policy is influenced by both the actual progress of the industries and the level of the nation’s economic-social reform,embodying the typical features of the overall cultural system reform,i.e.“government driven”,“gradual change”,“efficiency oriented”,and “flexible management”,etc.As different from western countries in aspects of economy,culture and social structure,the Chinese cultural industries policy has its own system,which is in fact a “Strategic Motivation Catching-up” policy system usually applied by late-developing and economic transition countries with government power.
